Bristol Community College has formally announced a significant restructuring of its executive leadership team, elevating two key administrators to critical positions within the institution. Seekonk resident Emmanuel Echevarria has been appointed as the college’s new chief of staff, taking on a broader mandate that encompasses institutional strategy and external advocacy. Simultaneously, the college announced the promotion of fellow Seekonk resident Jill (Tuttle) Woodcome to the role of chief human resources officer.

In his newly designated post, Echevarria will shoulder an expanded portfolio designed to strengthen the college's operational coherence and civic footprint. According to the institution, his expanded responsibilities will place him at the helm of governmental relations while directly overseeing Title IX compliance and institutional equity. Furthermore, the role charges him with spearheading initiatives to cultivate community partnerships and identify fresh avenues for institutional funding and grants.

As chief of staff, Echevarria is positioned to act as a key liaison between Bristol Community College and external governing bodies. His responsibilities mandate active collaboration with public officials across municipal, state, and federal levels. Through these strategic channels, he will work to amplify the institution's public profile, ensure its legislative priorities are represented, and secure crucial public and private resources necessary to support educational programming.

Beyond direct outreach and relationship building, Echevarria's portfolio entails keeping a close watch on legislative trends and policy transformations that affect higher education. By monitoring regulatory developments and emerging statutes, his office aims to help the college anticipate shifts in state and federal guidelines, positioning the institution to respond proactively to evolving educational mandates and compliance requirements.

Bristol Community College President Sedgwick L. Harris publicly endorsed the appointment, highlighting Echevarria's proven track record of institutional management and steady executive guidance. Harris noted that Echevarria possesses an exceptional skill set paired with extensive administrative experience, rendering him uniquely qualified to navigate the complex convergence of institutional human resources, government affairs, and civil rights compliance under Title IX.

President Harris emphasized that Echevarria’s background in spearheading organizational improvements and driving successful public initiatives will serve the college well in this expanded role. By linking human resources expertise with broader institutional strategy and external engagement, the administration intends to foster stronger internal operations while simultaneously expanding the college's outreach into surrounding communities and government networks.

Echevarria brings a strong academic foundation to his new post, holding credentials from several regional public institutions. His academic path began at the Community College of Rhode Island, where he earned an associate degree in general studies. He later completed his undergraduate studies at Rhode Island College, graduating with a bachelor’s degree in history and political science, before going on to earn a Master of Business Administration from the University of Massachusetts Amherst.

Prior to his elevation to chief of staff, Echevarria had already established himself as a central figure in the college's administration. He first joined Bristol Community College in 2022, serving as its chief human resources officer. In that capacity, he was responsible for leading the college’s comprehensive human resources department, supervising full-service HR operations, and guiding workforce development policies across the institution's campuses.

Before entering higher education administration at Bristol Community College, Echevarria developed substantial public-sector administrative experience in municipal government. He previously served as the chief human resources officer for the city of Providence, Rhode Island, where he managed municipal workforce operations, labor matters, and public personnel initiatives prior to making his transition to collegiate leadership.

Following Echevarria’s move into the chief of staff position, Bristol Community College selected Jill (Tuttle) Woodcome to succeed him as the institution’s chief human resources officer. In this cabinet-level capacity, Woodcome will assume oversight of the college's human resource functions, managing personnel strategies, employee relations, and talent management for the academic community.

Woodcome steps into the top human resources role with direct familiarity with the college's internal systems and organizational culture. Prior to this appointment, she served for three years as Bristol Community College’s senior director of human resources. During this period, she worked closely alongside departmental staff and institutional leadership to execute essential workforce policies and employee support programs.

In addition to her higher education administrative career, Woodcome possesses significant professional experience in the nonprofit and cultural sectors. Before her arrival at Bristol Community College, she directed human resources operations for the Zeiterion Performing Arts Center located in New Bedford, bringing valuable organizational and personnel management expertise from the regional arts community to the collegiate environment.

Woodcome’s executive promotion is supported by specialized academic training in human resources and the humanities. She earned a Bachelor of Arts degree in English from the University of South Carolina and later pursued advanced graduate studies at Clemson University, where she was awarded a Master of Human Resource Development.

With both executive appointments formalized, Bristol Community College positions its administrative leadership to navigate upcoming operational, governmental, and personnel challenges. The simultaneous appointments of Echevarria and Woodcome reflect the college's focus on retaining experienced in-house leadership while refining its strategic external relations and internal workforce management.
