Lawsuit Alleges San Francisco Sheriff's Deputies Coaxed Incarcerated Man into Camera-Free Room for Violent Beating

A formerly incarcerated man has initiated legal action against the City of San Francisco and several county sheriff's deputies, claiming law enforcement personnel lured him into an unmonitored room to orchestrate a severe beating that resulted in facial injuries, bruised ribs, and temporary blindness.

The federal civil rights complaint, filed on Tuesday by plaintiff Kayleb Hardee, details a harrowing encounter that allegedly occurred last October inside a San Francisco county jail facility. At the time of the incident, Hardee had recently been notified that he was slated for transfer to a state penitentiary to serve out a sentence for a manslaughter conviction.

According to the filed court documents, the confrontation began when Deputy Abraham Escobar approached Hardee's cell to deliver hostile verbal threats regarding his upcoming transfer. Hardee alleges that the deputy explicitly taunted him about his impending incarceration in state prison before stating that Hardee would be subservient to him during his remaining time in county custody.

Following the verbal exchange, Deputy Escobar reportedly instructed Hardee to step out of his housing unit without handcuffs and ordered him into a nearby multipurpose room specifically chosen because it lacked surveillance cameras. The lawsuit asserts that Escobar offered no standard disciplinary justification for the escort, instead warning Hardee that they were going to resolve the matter "the old San Bruno way."

The phrase referenced in the filing evokes a notorious 2015 institutional scandal in which three San Francisco deputies were accused of orchestrating gladiator-style fistfights between incarcerated individuals inside the San Bruno jail facility. Criminal charges in that previous case were subsequently dismissed by prosecutors due to departmental mishandling of the internal investigation, leading to the eventual reinstatement of all three accused officers.

Once inside the concealed multipurpose area, the complaint states that Escobar initiated the physical confrontation without warning by repeatedly punching Hardee. When the plaintiff raised his hands in an effort to defend himself from the blows, the deputy summoned emergency backup assistance over the facility communications system.

The lawsuit describes how Hardee quickly surrendered by dropping flat to the floor in an attempt to de-escalate the encounter. Despite his posture of capitulation, Escobar allegedly mounted Hardee's back and continued delivering repeated closed-fist strikes directly to his head and upper body.

Shortly thereafter, a wave of additional responding officers entered the camera-free space. The legal filing asserts that these yet-to-be-identified deputies joined the assault without any lawful provocation, repeatedly striking Hardee in the face, stomping and jumping onto his back, kicking him, and spitting on him while he remained pinned to the ground.

The legal complaint singles out other specific personnel involved in the incident, identifying two additional law enforcement officers by their surnames. One deputy, identified as Deputy Lopez, allegedly stood inside the room and watched the physical assault take place without intervening, while a second officer, identified as Deputy Jones, entered the room and discharged a Taser weapon directly into Hardee's face, temporarily blinding him in one eye.

Witness accounts and sworn statements integrated into the legal filing describe the sounds of the altercation echoing across the adjacent cell pods. Nearby incarcerated witnesses reported hearing Hardee's loud screams of agony as he continually pleaded with the deputies to cease the physical violence, repeatedly shouting that he was offering no resistance.

The depiction outlined in the legal action stands in stark contradiction to official documentation generated by the department following the clash. An incident summary authored by a responding officer characterized the violent encounter not as an unprovoked beating, but as an instance where Hardee engaged in a mutual combat fight with deputized personnel.

In the immediate wake of the incident, the leadership of the San Francisco Sheriff's Office took administrative steps regarding the primary officer involved. Tara Moriarty, speaking on behalf of Sheriff Paul Miyamoto, confirmed that Escobar was reassigned away from his regular duties pending an internal probe, emphasizing that any abuse of administrative authority represents a fundamental breach of public trust.

The municipal legal department has adopted a standard posture as the case enters the judicial system. Alex Barrett-Shorter, a spokesperson representing the San Francisco City Attorney’s Office, stated that city attorneys will formally examine the allegations contained in the complaint and submit an appropriate legal response in court once the lawsuit has been officially served.

Hardee and his mother, Nicole Gorton, assert that the mistreatment extended well beyond the immediate physical confrontation in the multipurpose room. They claim that jail personnel placed Hardee in an isolated isolation cell and withheld essential medical evaluation and treatment for his physical injuries for several days following the altercation.

Furthermore, the legal team contends that the institutional classification of the event as an act of inmate-initiated combat negatively altered the conditions of Hardee's ongoing custody. As a direct result of being flagged as a heightened security risk, Hardee was subsequently transferred to a maximum-security state facility where he faced severe restrictions on access to rehabilitative programming and extracurricular opportunities.

The lawsuit broader allegations point to systemic failures within the municipal correctional system, asserting that San Francisco officials have long turned a blind eye to an established culture of staff misconduct. The legal filing references recent survey findings conducted among the city's incarcerated population in the spring, which revealed that approximately one-third of respondents reported sustaining serious physical injuries while held in local detention facilities.

Hardee's lawsuit seeks compensatory and punitive damages alongside a formal jury trial to determine institutional liability. Expressing deep frustration with systemic conditions in the local correctional apparatus, Gorton characterized the treatment of her son and others as an unconscionable travesty that demands urgent institutional reform.
