A 50-year-old Orange County resident faces multiple criminal charges after allegedly leading law enforcement authorities on two separate vehicular chases that repeatedly crossed the Hudson River via the Newburgh-Beacon Bridge, according to statements released by the New York State Police.
The suspect, identified by law enforcement officials as Joseph Fleischer of Walden, was apprehended following an extended series of evasive maneuvers spanning several jurisdictions. The incidents resulted in a wide array of criminal counts, ranging from felony-level fleeing and endangerment offenses to unresolved legal matters related to prior court obligations.
According to state police investigators, the sequence of events began on a Thursday when state troopers operating out of the Montgomery barracks observed a 2005 Toyota traveling eastbound along Interstate 84 in the town of Montgomery. Officers noted that the sedan was operating at an excessive rate of speed, prompting them to initiate a standard traffic stop.
Upon observing the moving violation, a trooper activated the patrol cruiser's emergency lighting system in an attempt to signal the driver to pull over safely to the shoulder. Rather than yielding to the emergency signals, the operator of the Toyota actively refused to comply with the officer's commands and accelerated away from the scene.
A pursuit immediately ensued along the Interstate 84 corridor, tracking the fleeing vehicle as it moved eastward out of the town of Montgomery and continued directly into the neighboring city of Newburgh. Recognizing the escalating risks associated with high-speed chases in populated areas, the pursuing state troopers ultimately chose to pull away and terminate their active pursuit.
The cessation of the initial chase, however, provided only a temporary pause in the motorist's encounters with regional law enforcement. A short time later, officers with the Town of Newburgh Police Department located the same 2005 Toyota traveling within their jurisdiction and made a secondary attempt to stop the vehicle.
Faced with a second police intervention, the driver once again refused to pull over, initiating another high-stakes vehicular pursuit. This second chase quickly moved onto the major regional highway network, directing traffic toward the Hudson River crossing that links Orange and Dutchess counties.
During this second chase, the driver guided the Toyota across the Newburgh-Beacon Bridge, entering the town of Fishkill on the eastern side of the Hudson River. Rather than continuing deeper into Dutchess County, the vehicle reversed its course, traveling back across the bridge spans in a westbound direction toward the town of Newburgh.
After returning across the Hudson River, the pursuit progressed through local roadways before reaching its conclusion on Pierces Road, situated within the city of Newburgh. Officers from the Town of Newburgh Police Department were able to bring the situation to an end and take the driver into custody without further vehicular movement.
Following his arrest on Pierces Road, Fleischer was formally processed on a lengthy list of criminal and traffic allegations stemming from the two distinct pursuit incidents. Law enforcement authorities lodged four counts of reckless endangerment against him, highlighting the substantial hazard posed to the public and responding officers during the high-speed flight.
In addition to the endangerment counts, Fleischer was charged with four separate counts of unlawful fleeing a police officer in a motor vehicle, reflecting his repeated refusals to stop for both state troopers and municipal police. He was additionally charged with two counts of bail jumping, indicating pre-existing legal warrants or missed appearances, alongside numerous citations for Vehicle and Traffic Law violations.
Following processing by arresting officers, Fleischer was brought before the Newburgh Town Court on Friday for an official arraignment on all pending charges. During the judicial proceeding, the presiding magistrate ordered that the defendant be remanded directly to the Orange County jail without the option of posting bail.
Fleischer remains incarcerated at the county correctional facility in Orange County as he awaits subsequent legal proceedings and formal appearances in local court. Prosecutors are expected to present the accumulated charges in future hearings scheduled in the municipal court system.
The bridge traversed during the dramatic sequence of events had recently been the focus of major regional infrastructure improvements. According to announcements from the New York State Bridge Authority, a significant $95 million re-decking initiative on the Newburgh-Beacon Bridge—which initially commenced in late 2020—reached final completion nine months ahead of its anticipated schedule, concluding the major construction work that had previously affected regional travelers.
The coordinated actions between the New York State Police Montgomery barracks and the Town of Newburgh Police Department ultimately ensured the apprehension of the suspect across county lines, bringing an end to the dangerous driving episodes on Interstate 84, the bridge crossing, and the surrounding municipal streets.
