Kandiyohi County commissioners are scheduled to convene on Tuesday morning to deliberate on several significant fiscal and administrative measures, chief among them the formal consideration and anticipated adoption of the county’s preliminary property tax levy for 2027. The upcoming meeting marks a central milestone in the local government’s annual budgeting cycle, setting financial parameters that will guide operational spending and public services across the region in the coming year.

According to official recommendations presented ahead of the session by County Administrator Kelsey Baker, the proposed preliminary net tax levy for 2027 stands at $46,855,211. This proposed figure represents an increase of 6.42 percent compared to the certified net levy enacted for the 2026 fiscal year, reflecting the evolving operational costs and funding requirements managed by county administration.

Under Minnesota’s local government budgeting schedule, establishing a preliminary levy serves as a statutory ceiling for property tax collections. Once this initial baseline is adopted by the board of commissioners, the overall tax levy amount cannot be increased prior to final certification later in the year, although it may be adjusted downward as revenue estimates and expenditure projections are refined.

Following Tuesday’s expected action, county officials and department heads will spend the subsequent autumn months fine-tuning spending priorities and evaluating departmental requests. The board will continue to assess its fiscal obligations before holding public discussions and officially adopting the final 2027 budget and tax levy in December.

Beyond the overarching tax levy determination, commissioners are also slated to address dedicated funding for local business initiatives by taking formal action on the 2027 budget for Kandiyohi County Economic Development. This targeted allocation plays a critical role in supporting regional commerce, workforce programs, and business expansion projects across the broader community.

Recreational facilities and seasonal management will also occupy a prominent spot on the commissioners' agenda. The board is expected to authorize staff to seek proposals and advertise for park manager positions across three popular county-operated recreation sites, specifically Games Lake, Green Lake, and Big Kandiyohi Lake East county parks.

These administrative solicitations are designed to secure experienced management personnel well in advance of the 2027 outdoor recreation and camping season. By beginning the procurement and advertising process now, the county aims to ensure continuity of operations, maintain park facilities, and provide high-quality visitor experiences when campers and outdoor enthusiasts return to the lakes next year.

In addition to park operations and finance, digital infrastructure protection will be a key subject of deliberation during the session. Commissioners are scheduled to review a proposal authorizing Kandiyohi County to enter into an intergovernmental partnership agreement with the Minnesota Cyber Response Team.

The formal request was brought forward by the Kandiyohi County Information Technology Department in response to the growing frequency and sophistication of digital threats faced by public entities. Municipalities and local government bodies statewide have increasingly become targets for malicious cyber intrusions, ransomware, and unauthorized data breaches that can disrupt essential public services.

Under the terms outlined in meeting materials, joining the Minnesota Cyber Response Team will grant the county immediate access to specialized statewide technical expertise and incident response resources. In the event of a suspected or active cyberattack against county networks, local IT staff will be able to mobilize rapid state-level support to mitigate damage, secure sensitive data, and maintain operational stability.

The board’s agenda also incorporates informative presentations and operational updates from essential community service providers. Commissioners are scheduled to receive comprehensive updates from Central Community Transit, offering insights into regional public transportation utilization, route efficiency, and rider mobility throughout the area.

Public safety and emergency readiness will likewise be reviewed through a formal report delivered by the county’s Emergency Management Department. This briefing will update commissioners on local disaster preparedness, ongoing risk mitigation protocols, and inter-agency coordination strategies across regional emergency services.

Tuesday's meeting is scheduled to begin promptly at 9 a.m. in the board room located on the second floor of the Kandiyohi County Health and Human Services Building, situated at 2200 23rd St. N.E. in Willmar.

Members of the public seeking to review the complete meeting agenda packet, examine background documentation, or view historical records from past sessions can access the official county website. Agendas and supplementary materials are available through the public meeting portal listed under the board of commissioners tab.
